The Poverty Reduction and Economic Management (PREM) Unit in the South Asia Region (SAS) provides technical advice and operational support, and undertakes lending operations in client countries within the region on a broad range of economic management issues including macroeconomic policy, external debt management, public finance at the national and sub-national levels, public sector reform (including governance and anti-corruption), poverty alleviation, and institutional and policy issues related to the investment climate.
In view of Afghanistan's active and growing dialogue with the World Bank on its economic reform program and poverty reduction strategy, the South Asia Region wishes to augment its capacity within the Kabul office in the area of economic management. The responsible unit, SASEP, seeks to recruit an Economist, with a strong background on macroeconomics. This is a three-year term position based in Kabul and will be a local appointment.
The SAR PREM Unit is managed by a Sector Director and two Sector Managers and is highly decentralized with half of staff based in Country Offices. The selected candidate will report to the Sector Manager, SASEP. The Country Director, based in Kabul, leads and coordinates a large multi-sectoral team working on Afghanistan. Currently, the Bank's economic work in Afghanistan is coordinated by the Senior Country Economist based in Kabul.
Duties and Accountabilities
The selected candidate will be responsible for:
?Monitoring and assessing the macroeconomic and sectoral reform developments in Afghanistan and contribute to the World Bank's ongoing policy dialogue and lending programs;
?Participate in the Bank's dialogue with senior government officials;
?Prepare periodic reports and notes on economic issues for Afghanistan and the South Asia Region;
?Serve as a task leader or a team member for country-specific lending operations and/or analytical and advisory services;
?Collect, analyze and maintain economic and financial data and information related to Afghanistan's economy, and communicate findings in concise form, namely through statistical tables and charts, and short analytical notes. Develop, update and manage statistical models for specific programs or projects. Contribute chapters, sections, and annexes for World Bank's reports and documents
?Work with colleagues in other sectors (human development, private sector development, infrastructure etc) as required; and support the general work of the World Bank office in Afghanistan.
Criteria
?Candidate should be a highly motivated individual with a drive for results; preferably a Ph.D. in Economics, or a Masters degree with adequate work experience and with strong grounding in macroeconomics.
?He/She should possess demonstrable conceptual and analytical rigor covering a range of areas in macroeconomics, coupled with demonstrated problem solving and team working skills.
?The candidate should be able to deal sensitively in multicultural environments and build effective working relations with the client and colleagues.
?Excellent oral and written communication skills in English are essential. Experience in working with government agencies is highly desirable.
