Monte Paschi ex-managers probed over bribery, fraud

SIENA, Italy (Reuters) - Prosecutors are investigating the former management of Italy's troubled Monte dei Paschi bank for bribery and fraud, judicial sources said on Wednesday, as pressure grew on the Bank of Italy and bourse watchdog Consob.

With parliamentary elections less than a month away, the scandal at Italy's third-largest bank has deepened with questions about the role of banking supervisors and the influence of local politicians.

Milan prosecutors said they had transferred an investigation into allegations that Monte dei Paschi executives took bribes to buy toxic derivatives from Dresdner Bank to Siena magistrates investigating the main corruption case.

At the same time, prosecutors in the southern town of Trani, who have previously taken on ratings agency Standard and Poor's, said they had opened an investigation against the Bank of Italy and Consob over accusations they failed in their regulatory duties.

The Siena-based bank is in a crisis over an opaque series of derivatives and structured finance deals that have produced losses of 720 million euros ($970 million) and raised questions about possible corruption by bank officials.

On Wednesday Moody's rating agency said it had put the bank's Ba2 rating under review for a downgrade.

The problems go back to at least 2008 when the bank was struggling to absorb its 9-billion-euro cash acquisition of rival Antonveneta just before the global financial crisis, which hit banks across the world.

Executives from Monte dei Paschi, which depends on a 3.9 billion euro ($5.29 billion) government lifeline, are accused of using the derivatives deals to massage accounts and conceal the impact of past losses on its weakened balance sheet.

Underlining the continued potential for trouble, the bank denied a report that it could face fresh losses of up to 500 million euros from a trade called "Chianti Classico", a 1.5 billion euro securitization of part of its property portfolio.

It said the operation had been submitted to its board for possible restructuring, which could reduce its costs and recoup part of the rights to the assets.

ALEXANDRIA TRADE

As the scandal has grown, authorities have been forced to respond to questions about how the complex derivatives operations could have been allowed to spin so badly out of control without action being taken.

On Tuesday, Economy Minister Vittorio Grilli defended the oversight of the scandal before the parliamentary finance committee and the Bank of Italy released a breakdown of steps it had taken against Monte dei Paschi.

However, many questions remain unanswered over a scandal which was known at least in part to regulators and the bank's own internal audit team as early as 2009 but which was not disclosed to investors until last week.

European Central Bank President Mario Draghi, who was governor of the Bank of Italy at the time of the deals, has come under scrutiny for his role in events which took place just before his move to Frankfurt in November 2011.

Prosecutors have already been looking at allegations of massive bribes taken to facilitate the Antonveneta acquisition as well as suspicions of fraudulent accounting over the derivatives transactions.

They have also put Monte dei Paschi itself under investigation under a law governing companies' responsibility for crimes committed by their employees.

On Wednesday, Milan prosecutors handed over to their Siena colleagues a separate inquiry into allegations that Monte dei Paschi executives took bribes to acquire toxic derivatives from Dresdner Bank via a Swiss consultancy named Lutifin.

Eighteen people are under investigation, none of them from Monte dei Paschi, although the former head of the bank's finance division Gian Luca Baldassari and another executive are named in prosecution documents seen by Reuters.

Giuseppe Vegas, head of the market regulator Consob, repeated accusations already made by the Bank of Italy and Monte dei Paschi's new management that former executives had concealed vital information from regulators about one deal in particular.

He said Consob had done all it was able to, given the information available to it.

The trade, dubbed "Alexandria", was linked to the bank's holdings of Italian BTP government bonds, which plunged in value as the euro zone debt crisis exploded in 2011.

It was not until October 2012 that the exact details of the trade became clear when the framework document behind the deal was found in a safe by the management team that replaced former managing director Antonio Vigni and chairman Giuseppe Mussari, who left the bank last year.

POLITICAL AGENDA

With less than a month to go before the elections on February 24-25, the Monte dei Paschi scandal has jumped to the top of the political agenda and thrown a spotlight on the tight links between the bank and local politicians.

The center-left Democratic Party (PD), which is leading in opinion polls, has faced particular pressure because it dominates the local government in Siena, the Tuscan town where Monte dei Paschi has been based since it was founded in 1472.

The center-right People of Freedom (PDL) party led by former prime minister Silvio Berlusconi has demanded a parliamentary inquiry into the affair.

An opinion poll published on Wednesday in the daily La Repubblica showed the center-left coalition's lead over the center-right has fallen slightly but it remained almost 10 percentage points ahead of Berlusconi's coalition.

The Bank of Italy has said it is pursuing disciplinary action against former bank managers which could include fines or other penalties. It is also disputing the 4 million euro payout to Vigni when he was forced out last year.

Private firms reportedly near deal for Hostess Twinkies

NEW YORK (Reuters) - Private equity firms Apollo Global Management LLC and C. Dean Metropoulos & Co are near a deal to buy snack cake brands including Hostess Twinkies and Donettes, two sources familiar with the matter said on Tuesday.

A deal for roughly $400 million, part of Hostess Brands Inc's bankruptcy process, could be announced as soon as Tuesday, said one of the sources, who declined to be identified as the discussions are not public.

The so-called stalking horse bid by the private equity firms would serve as the baseline offer for the business, which also includes Dolly Madison bread and Hostess cupcakes. It could still be topped by others at an auction.

Dean Metropoulos, No. 360 on the Forbes 400 list of America's wealthiest people, is a packaged foods veteran who was once the joint owner of brands such as Duncan Hines baking mixes, Vlasic pickles and Swanson frozen dinners. In 2010, his firm bought Pabst Blue Ribbon beer, the no-frills brew popular with young East Coast hipsters.

His son Daren, a principal at the firm, confirmed earlier this month that they were working on a bid. Neither Daren, nor a spokesman for Apollo were immediately available to comment on Tuesday. Hostess declined to comment.

Apollo, founded by banker Leon Black, has invested in consumer companies before, including in CKE Restaurants and Claire's Stores Inc.

Hostess was granted permission by a U.S. bankruptcy court judge in November to wind down its business and liquidate its assets after a strike by a baker's union crippled the 82-year-old company's operations.

The sale of assets, which range from Twinkies and Wonder bread to real estate and baking equipment, is being run by Perella Weinberg Partners. The lead banker on the sale, Joshua Scherer, has said there was great interest from many parties in the assets.

Earlier this month, Hostess chose a $390 million offer by Flowers Foods , maker of Tastykake products, as the stalking horse bid for several brands including Wonder bread.

On Monday, Hostess said it chose McKee Foods Corp, maker of Little Debbie snack cakes, as the initial bidder for its Drake's cakes, which include Ring Dings, Yodels and Devil Dogs. It also chose United States Bakery as the lead bidder for four of its smaller bread brands plus bakeries, equipment and depots.

Hostess also filed a motion on Monday to stop paying retiree benefits to its former employees, saying that its lenders only agreed to fund the benefits through February 2013 due to a delay in the appointment of a retiree committee.

Comprehensive immigration plan coming this week: McCain

WASHINGTON (Reuters) - Leading Democratic and Republican senators said on Sunday there were encouraging signs in the push to overhaul U.S. immigration laws - a top priority for President Obama's second term - and they would introduce their plan this week.

With Obama set to begin his push for immigration reform with a speech in Las Vegas on Tuesday, a group of three Democratic and three Republican senators have been working for weeks on a plan.

One of those senators, Republican John McCain of the border state of Arizona, said on ABC's "This Week" program that the group still had hard work ahead but that he was pleased with the progress and that the principles of a comprehensive plan would be put forth this week.

McCain said the plan was much like a 2007 immigration proposal that died during the presidency of George W. Bush. That plan included a path to citizenship for undocumented immigrants, tighter borders, a guest worker program and requirements for employers to verify workers' immigration status.

The immigration issue was largely pushed aside during Obama's first term as economic concerns weighed more heavily, but the president, who had overwhelming backing from Hispanic voters in his 2012 re-election, cited it as part of his agenda when sworn in for a second term last week.

McCain said the political aspect of immigration reform should sway any Republicans who object to a pathway to citizenship for undocumented immigrants.

"We are losing dramatically the Hispanic vote, which we think should be ours, for a variety of reasons, and we've got to understand that," he said.

McCain said change also was needed because "we can't go on forever with 11 million people living in this country in the shadows in an illegal status. We cannot forever have children who were born here, who were brought here by their parents when they were small children, to live in the shadows, as well."

Democrat Dick Durbin of Illinois, another member of the six-person Senate group, said on "Fox News Sunday" that work remained to be done but that the progress was encouraging.

"We are trying work our way through some very difficult issues but we are committed to a comprehensive approach to finally in this country having an immigration law that we can live with," he said. "We have virtually been going for maybe 25 years without a clear statement about immigration policy. That's unacceptable in this nation of immigrants."

Senator Robert Menendez, a Democrat from New Jersey who is also a member of the immigration group, said on "This Week" that he was cautiously optimistic because of the bipartisan spirit that has prevailed in the recent reform effort.

"I see things that were once off the table for agreement and discussion being on the table with a serious pathway forward," he said.

Senator Bob Corker of Tennessee, a Republican who is not a member of the group, said he had spoken with one of its members, who said he was "very optimistic" about reform.

Caterpillar 4Q earnings fall by half

MINNEAPOLIS (AP) ? Caterpillar's fourth-quarter net income fell by half after it took a big charge for a deal in China that went bad, and because of slower growth in China and economic uncertainty in the U.S. and Europe.

Still, its adjusted profit and revenue were better than analysts expected. And while cautious about the global economic outlook, Caterpillar does expect conditions to pick up later in the year, outside of Europe. Shares rose 2.4 percent in premarket trading.

Caterpillar Inc. makes construction and mining equipment as well as power generators, so its growth rises and falls with the world's economy.

For the fourth quarter, Caterpillar earned $697 million, or $1.04 per share. That was down from a profit of $1.55 billion, or $2.32 per share a year earlier.

Revenue fell 7 percent to $16.08 billion as dealers reduced inventory.

The most recent quarter included a non-cash charge of 87 cents per share to write down the purchase of Zhengzhou Siwei. Not counting that, analysts surveyed by FactSet had been expecting a profit of $1.70 per share.

Caterpillar's purchase of Siwei last year gave it a new business ? roofing supports for mines ? in a country where mining is growing quickly. But on Jan. 18, Caterpillar said it had found "deliberate, multi-year, coordinated accounting misconduct" in the accounting at Siwei, and said it will write down its investment in the company by $580 million. It also said it dismissed several senior managers at the company.

For this year, Caterpillar expects revenue of $60 billion to $68 billion, with a profit of $7 to $9 per share.

Analysts had been expecting a profit of $8.54 per share on revenue of $64.58 billion.

Caterpillar said there's a wide range in its outlook because of the high level of uncertainty in the world. It expects relatively weak growth in the U.S. economy. Growth in China will improve, but not back to the levels seen in 2010 or 2011, Caterpillar said.

For all of 2012, the company's profits rose 15 percent to $5.68 billion, or $8.48 per share, up from $4.93 billion, or $7.40 per share, in 2011. Revenue rose 10 percent to $65.88 billion, from $60.14 billion.

Shares of the Peoria, Ill.-based company rose $2.32 to $97.90 in premarket trading.

Allen ready for his return to Boston _ with Heat

MIAMI (AP) ? Ray Allen has played in Boston as an opponent 15 times before. He knows what it's like to play under the fabled Celtics banners, knows exactly how the crowd treats visiting players.

His 16th appearance there as a visitor will be substantially different.

Not only will his trip there Sunday be his first as a former Celtic, but it will come with him donning the colors of perhaps the team's biggest rival these days, the reigning NBA champion Miami Heat, the club that has ousted Boston from the playoffs in each of the last two seasons.

And make no mistake, Allen has been getting ready for everything that will accompany this trip for quite a while.

"I've thought about it," Allen said. "I think more about who, family-wise, is going, who can go and sorting the whole protocol out. I don't know what to expect from their side. But it's an interesting concept because I've always gotten a warm welcome, even before I started playing there. I just want to win. Everything else will take care of itself."

When he played there as an opponent in the past, Allen typically got warm receptions. He starred at Connecticut and has deep roots in New England, and those two things go a long way in generating respect from the Boston fan base.

Then he joined the Celtics in the summer of 2007. A year later, he helped them win a championship. He bled green.

Now, not so much.

So on a Sunday afternoon before a national television audience, the big story won't be the return of the Heat to the site of their season-saving Game 6 win in the Eastern Conference finals last year, or the first trip back to Boston for LeBron James since his epic 45-point virtuoso performance in that game, or even the memory of how Celtics fans cheered wildly for the last few minutes of that blowout loss as a "thank you" to their team.

"It's going to be all about Ray," Heat forward Chris Bosh said. "Celtic fans, they're very fixated on the rivalry and 'How could you do that?' They're very passionate."

Allen's relationship with the Celtics broke down in some respects last season, and when the Heat made him an offer last summer, he eventually accepted ? knowing it would raise the ire of those back in Boston.

When the Celtics visited the Heat on opening night this season, the proof of the frosty relationships was there. Former teammates, Kevin Garnett and Paul Pierce especially, seemed to want nothing to do with Allen. As Allen checked into the game, his first official appearance as a Miami player, he approached Celtics coach Doc Rivers and got a warm embrace.

It's anyone's guess what the scene will be when he checks in Sunday.

"I'll savor it, going back and seeing the people you spent so much time with," Allen said. "But if you're going into a situation thinking about negative perceptions or behavior that's unbecoming of good sportsmanship, then you just want to get it over with, win the game and get out of there. I don't want it to distract these guys from everybody doing their job and being ready to play."

The bigger concern for both sides will likely be the way each club is playing of late.

Miami has won four straight games, hanging on to the top spot in the Eastern Conference. Boston has dropped six straight, and its hold on the No. 8 ? and final ? playoff spot in the East race is weakening.

Dwyane Wade doesn't think the teams' opposite trajectories will matter much. The way he sees it, when Boston plays Miami, everything gets amped up several notches.

"There's a lot of stories, but you can throw records out the window when we play Boston," Wade said. "It's significant because we have Ray Allen and it's his first time back, but we're going on the road and we want to play well and it's a tough place to play."

The Heat have been through these former-star-returns-to-old-home games before ? most notably when James went back to Cleveland for the first time after he decided to sign with Miami.

After that scene, the Heat say they're prepared for anything Boston can offer.

"They're not going to cheer him, but it's not going to be like that," Wade said. "Not even close."

Ryan: Obama doesn't actually think 'we have a fiscal crisis?

Wisconsin Rep. Paul Ryan lashed out at President Barack Obama on Sunday, saying the commander in chief does not have a full grasp of the budget problems facing the U.S. economy.

"I don't think that the president actually thinks we have a fiscal crisis," Ryan told NBC's David Gregory on "Meet The Press" in his first live interview since the 2012 presidential campaign, when he was Mitt Romney's running mate.

Ryan, the House Budget Committee chairman repeatedly criticized President Obama's understanding of the national debt. "The president got his additional revenues," Ryan said. "So that's behind us."

The former Republican vice presidential candidate said that while Democrats may have gotten higher taxes on the wealthy as part of the New Year's deal to avoid the fiscal cliff, that's all they'll get.

"Are we for raising revenues? No we're not," Ryan said. "If you keep raising revenues, you're not going to get decent tax reform."

Ryan also addressed a pair politically-divisive issues: immigration reform and gun control. Via NBC:

Ryan, who has praised a bipartisan set of immigration reforms offered by Florida Sen. Marco Rubio, said he was cautiously optimistic about the prospects for immigration reform this year. But Ryan said that Democratic and Republican lawmakers alike would closely watch Obama's speech on Tuesday in Nevada on that topic.

And of the president's gun control measures, Ryan suggested openness to embracing some measures--like requiring universal background checks on gun sales--while expressing skittishness toward other elements of the plan, like the ban on assault weapons.

And as far as his political aspirations for 2016 are concerned, Ryan said it's too early for him to talk about.

"I think it's just premature. I've got an important job to do," Ryan said. "I'll decide later about that."

For purposes of their research, the scientists irradiated two separate layered systems with ultrashort laser pulses on the order of just one hundred femtoseconds (10-15 s). One sample consisted essentially of a single thin layer of ferromagnetic nickel. By contrast, a second sample of this same nickel material was coated with a non-magnetic layer of gold. Only a mere 30 nanometers (10-9 m) thick, the gold layer swallowed up the lion's share of the laser light so that barely any light ended up reaching the nickel layer. In spite of this, the nickel layer's magnetization rapidly dissipated shortly after the laser pulse entered each sample. However, in the case of the gold-coated sample, the researchers recorded a split-second delay. The observations were based on measurements obtained using circularly polarized femtosecond x-ray pulses at BESSY II, Berlin's own electron storage ring, with the help of the femtoslicing beamline.

"This allowed us to demonstrate experimentally that during this process, it isn't the light itself that is responsible for the ultrafast demagnetization but rather hot electrons, which are generated by the laser pulse," explains Andrea Eschenlohr. Excited electrons are able to rapidly move across short distances - like the ultra-thin gold layer. In the process, they also deliver their magnetic moment (their "spin") to the ferromagnetic nickel layer, prompting the breakdown of the latter's magnetic order. "Actually, what we had hoped to see is how we might be able to influence the spin using the laser pulse," explains Dr. Christian Stamm, who heads the experiment. "The fact that we ended up being able to directly observe how these spins migrate was a complete surprise to everyone."

Laser pulses are thus one possibility to generate "spin currents" where the spin is transferred in place of an electric charge. This observation is relevant for spintronics research where scientists design new devices from magnetic layered systems, which perform calculations based on spins rather than electrons, enabling them to very quickly process and store information while at the same time saving energy.

Dr. Eschenlohr concluded her doctoral work at HZB, in the context of which she generated the results described above, in late 2012. As of January of this year, Dr. Eschenlohr is a scientific associate at University of Duisburg-Essen.

Venezuela's Chavez overcomes infection, treatment continues

SANTIAGO/CARACAS (Reuters) - Venezuelan President Hugo Chavez has overcome a respiratory infection, but is still being treated for breathing problems after cancer surgery last month, a government minister said on Saturday.

Official statements have sounded upbeat about the socialist president's condition in recent weeks following rumors he was gravely ill in a hospital in Cuba.

"(Chavez) has overcome the respiratory infection, although he still has a certain degree of respiratory insufficiency," Information Minister Ernesto Villegas told reporters in Chile, where Latin American and European leaders are meeting.

Earlier on Saturday, Vice President Nicolas Maduro said Chavez was in his "best moment" since his operation 45 days ago, adding the president had made important economic decisions to strengthen exports.

"He's got a smile that's filled with light, his thoughts are illuminated," Maduro said in televised comments before he left for the summit.

Maduro had just returned from a visit with Chavez, who has not been seen in public since undergoing his fourth and most complex surgery to treat the illness that is jeopardizing his 14-year rule.

Maduro's comments about economic policy came as speculation swirled that Venezuela was preparing a devaluation of the bolivar currency that would improve state finances by providing more bolivars per dollar of oil exports.

Devaluation would make exports more competitive by lowering local production costs, and spur domestic industries by making imports less competitive with local goods.

"We're going to develop our economy's capacity to export," Maduro said.

Business leaders have said for weeks a devaluation is necessary to ease periodic product shortages resulting from a scarcity of dollars.

Dr. Phil to interview alleged girlfriend hoaxer

NEW YORK (AP) ? Dr. Phil McGraw has booked the first on-camera interview with the man who allegedly concocted the girlfriend hoax that ensnared Notre Dame football star Manti Te'o.

A "Dr. Phil Show" spokesperson confirmed on Friday the interview with Ronaiah Tuiasosopo (roh-NY-ah too-ee-AH'-so-SO'-poh), the man accused of creating an online persona of a nonexistent woman who Te'o said he fell for without ever meeting face-to-face.

The ruse was uncovered last week by Deadspin.com, which reported that Tuiasosopo created the woman, named Lennay Kekua, who then supposedly died last September.

No further details of the "Dr. Phil" interview, including its airdate, were announced.

This interview follows the first on-camera interview with Te'o conducted this week by Katie Couric.

Sweet Tooth: Two Tasty Desserts by Casey Hickey of Twenty Degrees

Casey Hickey of Twenty Degrees Chocolates at Petit Philippe has shared two delicious dessert recipes with us including a Pot de Creme and a flourless chocolate walnut cake. Enjoy!

Pot de Cr?me and Spicy Nut Brittle

Based on one of the most popular confections ? The Highlander ? at?Twenty Degrees Chocolates?at?Petit Philippe?tasting room on Selwyn Avenue in Charlotte, Pot de Cr?me features Glenmorangie single malt scotch and a single origin milk chocolate from Ghana. ?Recipe by Casey Hickey.

Pot de Cr?me

Ingredients:
? 10 oz heavy cream
? 5 oz whole milk
? 2 oz Glenmorangie ?The Original? single malt scotch
? 2 oz dark chocolate, (60% ? 65% cacao; E. Guittard
61% or Cacao Barry 64% work well), chopped
? 7 oz milk chocolate (Cacao Barry Ghana 41%),
chopped**
? 5 large egg yolks
? 2 tbsp sugar

Directions For Pot De Creme: Place the chocolates and scotch in a medium heat-proof bowl and set aside.
In a heavy bottomed saucepan, heat cream and milk over moderate heat until bubbles form around edges. While cream is heating, whisk sugar into eggs in heat-proof bowl. Slowly stream about half of the scalded cream mixture into the eggs, whisking continuously. Pour this tempered egg mixture back into saucepan with the remaining cream and whisk to combine. Continue to cook over moderate heat, stirring continuously with a wooden spoon until it thickens enough to coat the back of the spoon. You?ll know it?s ready when you can trace a line down the spoon and the mixture holds the line.

Pour the custard over the chocolates and allow mixture to sit for 2 ? 3 minutes. Using a spatula, start mixing in center of bowl, making small circles. As the emulsion forms, continue stirring in larger circles working your way toward the outside of the bowl. Once the mixture has completely combined and is smooth, strain it through a fine mesh sieve set over a pitcher or other container with a spout. Pour into 8 3-oz demitasse cups or 6 4-oz ramekins placed in a larger baking dish. Cover the entire dish with foil carefully so as not to touch the tops of the custards. Refrigerate at least 3 hours. Allow custards to come to room temperature before serving. Garnish with fresh whipped cream and our spicy nut brittle (recipe follows) for texture and crunch.

Spicy Nut Brittle

Ingredients:
? 3 cups sugar
? 1 cup water
? 1 oz corn syrup
? 1.5 cups nuts
? 1/2tsp cinnamon
? 1/2tsp cayenne pepper (or less, if desired)
? 1/4tsp baking soda

Directions For Spicy Nut Brittle: Heat water, sugar and corn syrup in a heavy bottomed saucepan, stirring until sugar dissolves. Boil without stirring but gently swirling pan, until mixture reaches a golden amber color. If necessary, brush down the insides of pan with a pastry brush dipped in cold water to prevent sugar crystallization.

Once caramel reaches an amber color, add in the nut mixture and stir as little as possible to incorporate. Pour onto a baking sheet lined with oiled aluminum foil or silicone baking mat. Once mixture is firmed and cool, break into shards or crush for serving/garnish.
Wine Pairing: A glass of Sauternes ? a lovely white dessert wine from the Graves section of Bordeaux is a perfect suitor for this dessert. It is available at Petit Philippe.

*This scotch has a distinctive and mellow fruity flavor that harmonizes beautifully with the milk chocolate. If you substitute another scotch, look for one with a fruity or honey flavor profile and avoid one that is peaty or smoky.
**Cacao Barry milk chocolate is carried at online resources such as chocosphere.com. Valrhona and E. Guittard are good substitutes that may be found locally at Sur La Table.

Recipe by Casey Hickey

Ingredients:

? 6 oz bittersweet chocolate, chopped
? 6 oz unsalted butter, cut into pieces
? ? tsp kosher salt
? 3 Tbsp good bourbon
? ? cup ground walnuts*
? ? cup cornstarch
? 4 eggs, separated
? ? cup sugar (divided)

Directions For Cake: Preheat oven to 350. Spray 8? springform pan** and place on a baking sheet lined with parchment paper. Melt chocolate and butter in microwave on 50% power. Stir until smooth and glossy. Add bourbon and salt. Set aside. Stir ground nuts and cornstarch together in small bowl. Set aside.

In large bowl, whip egg yolks and ? C sugar until pale and very thick and mixture holds a ribbon when the beater is raised. Stir chocolate and nut mixtures into whipped yolks.
In a separate metal bowl, whip egg whites until foamy. Add cream of tartar and whip until soft peaks form. Gradually add ? C sugar, whipping on high until stiff and glossy but not dry. Fold ? whites into chocolate mixture to lighten it. Add remaining whites and gently fold until incorporated. Pour into prepared pan (or individual cake molds). Bake 40 ? 45 minutes until toothpick shows moist crumbs ? not dry and not runny. (Bake approx. 19 minutes if using individual 3? cake rings.) Cake will rise quite high and center will fall after baking. If edges puff over the sides of the pan, you can gently coax the excess back into the pan while still warm. Cool completely before removing from pan. May be refrigerated and served later, but allow cake to come fully to room temperature before serving.
Garnish with powdered sugar, lightly sweetened whipped cream and raspberry reduction (pureed raspberries, sugar to taste and a splash of lemon juice, cooked until thick).
Cake is best served at room temperature or barely warm.

*Can substitute other nuts (almonds, hazelnuts) for walnuts. Use a complimentary liqueur depending on the nuts you use.
**I baked in individual 3? cake rings filled about 2/3 high. Don?t overfill. Baked for 19 minutes. Makes 10.

Through the years, women's roles in wartime have evolved ? not that they've ever been inclined to just stand by.

During the American Revolution, Nancy Morgan Hart was famously depicted with a musket, defending her home and children from British soldiers in Georgia.

In World War II, members of the Women Army Corps worked in a support capacity, while in Iraq and Afghanistan women have served closer to the front.

Those roles evolved further Thursday when Defense Secretary Leon Panetta signed an order ending the Pentagon's ban on women serving in combat.

Oops! Twitter's new video-sharing service lacks privacy settings

Twitter's new video-sharing service Vine?feels a lot like Instagram for videos. It's neat, easy to use, and can produce fun clips. Just?one problem: There are no privacy settings whatsoever.

Right now, you can create and share Vine?videos using an iOS app?only. All you have to do is point your iPhone (or iPod Touch) at something and press your finger to the screen to record a clip up to six seconds in length (both sound and motion are captured, of course). Once satisfied with your final product, you can share it to Vine, Twitter and Facebook.?

Unfortunately as soon as you post?the clip to Vine, you've lost any control over who views it or interacts with it. There's no way to create a private Vine account nor can you choose who may follow you or view your profile on the video-sharing service. And while you can delete comments from your Vine posts, there's no way to block or report abusive users. (Though you can report videos as inappropriate.)

NBC News asked Twitter about the lack of privacy settings on Vine, and we were?pointed to the service's Help site, which confirms what we've experienced. ?"Profiles and videos on Vine are public, and anyone on the service can view them," a note declares before clarifying that?you can certainly?use Vine to create a video and save it to your Camera Roll rather than sharing it.?But this?isn't enough to?satisfy our need for actual privacy controls. We're instead left with the promise that the team?behind the service will "add more ways for you to control the visibility of your content in a future version of Vine."?

Hepatitis C linked to ink

NEW YORK (Reuters Health) - Researchers are hoping that people will do some research about where to get a tattoo, after a study found a link between body art and hepatitis C.

The new study found that people with the virus were almost four times more likely to report having a tattoo, even when other major risk factors were taken into account, co-author Dr. Fritz Francois of New York University Langone Medical Center told Reuters Health.

Although the study could not prove a direct cause and effect, "Tattooing in and of itself may pose a risk for this disease that can lay dormant for many, many years," Francois said.

About 3.2 million people in the U.S. have hepatitis C, and many don't know because they don't feel ill, according to the Centers for Disease Control and Prevention (CDC).

Hepatitis C is the leading cause of liver cancer and most common reason for liver transplants in the U.S. Some 70 percent of people infected will develop chronic liver disease, and up to 5 percent will die from cirrhosis or liver cancer.

For the current study, researchers asked almost 2,000 people about their tattoos and hepatitis status, among other questions, at outpatient clinics at three New York area hospitals between 2004 and 2006.

Researchers found that 34 percent of people with hepatitis C had a tattoo, compared to 12 percent of people without the infection.

The most common routes of contracting hepatitis C, a blood-borne disease, are through a blood transfusion before 1992 or a history of injected drug use. Injected drug use accounts for 60 percent of new hepatitis cases every year, but 20 percent of cases have no history of injected drug use or other exposure, according to the CDC.

Francois and his colleagues only included people with hepatitis C who did not contract it from these two other common sources.

After accounting for other risk factors, the difference between people with and without hepatitis was even greater, with four times as many tattoos in the infected group than for uninfected people, according to results published in the journal Hepatology.

"This is not a big surprise to me," Dr. John Levey, clinical chief of gastroenterology at the University of Massachusetts Medical School in Worcester, told Reuters Health. Earlier studies had found a link, but they were small and had not taken other risk factors into account as well as this new one did.

"This was one of the stragglers, and now we finally have some numbers for it," said Levey, who was not involved in the study.

Still, the CDC's Dr. Scott Holmberg said the link may not be quite as strong as the findings suggest, because some people who had used illegal drugs probably would not admit it, even on an anonymous questionnaire. And the researchers didn't rule out people who contracted hepatitis before getting their tattoo.

WHAT TO LOOK FOR IN A TATTOO PARLOR

Holmberg, of the CDC's viral hepatitis division, recommends people only have tattoos or piercings done by trained professionals.

"In the U.S., there have been no reports of hepatitis C outbreaks linked to professional tattoo parlors," told Reuters Health by email.

In 2012, 1 in 5 people reported having at least 1 tattoo, according to a Harris poll.

"There are very reputable places that use appropriate standards," said Francois. Tattoo parlors are not federally regulated, and standards vary by state and region, so it's up to the consumer to do their homework, he said.

The Alliance for Professional Tattooists recommend finding a tattoo artist who wears disposable gloves, a clean work space without blood spatters and single-use disposable needle kits.

Levey said he wouldn't prevent his two adult daughters from getting tattoos, but he would make sure they were aware of the hepatitis C risk first.

"A lot of their friends have tattoos, it's the cool thing to do," he said. "They're adults, they can make their own decisions. But I'd mention this to them, because the long-term consequences of hepatitis C are so serious."
