AP Exclusive: Arafat's widow calls death a mystery

VALLETTA, Malta (AP) ? Yasser Arafat's widow sees a spiritual significance in the timing of her late husband's exhumation, which came just two days before a U.N. vote on whether to recognize a Palestinian state.

"It was as if his soul was resurrecting" before the General Assembly vote, Suha Arafat told The Associated Press on Thursday at her home in Malta, sitting in front of a large portrait of Arafat, who for decades was the symbol of Palestinians' struggle for an independent state.

"It's as if he was saying, 'I am still alive and with you,'" she said.

Mrs. Arafat called the former Palestinian leader's death at the age of 75 in November 2004, a month after suddenly falling ill, "the most important mystery of the Middle East."

Arafat's remains were exhumed in the West Bank on Tuesday in a renewed investigation into his death. Palestinian officials claim he was poisoned by Israel, which has denied the allegations.

His remains were immediately reburied after a Palestinian forensics examiner took around 20 samples and handed them to Swiss, French and Russian experts.

"It was a hard day for me and my daughter, but it was a decision that had to be made," Mrs. Arafat said.

Mrs. Arafat pursued a formal inquiry after Swiss scientists found high-levels of polonium-210, a lethal radioactive substance, on personal affects she shared with Arab satellite TV station Al Jazeera as part of their investigation.

"I am not accusing anybody without having proof," she said. "He had a lot of enemies, (but) you cannot just accuse people."

Palestinian officials said it would take at least three months to get results, and even then they might not be conclusive. Polonium disintegrates rapidly, and experts have cautioned that too much time may have passed since Arafat's death to reach a conclusive result.

Mrs. Arafat praised the way the exhumation procedure was conducted "with respect," saying that she had full confidence in the Palestinian team that took the samples.

If there is evidence of a crime, Mrs. Arafat said it would be up to the Palestinian Authority to investigate.

"It will not be my work," she said.

Damascus fighting cuts off Internet, airport

BEIRUT (Reuters) - Syrian rebels battled forces loyal to President Bashar al-Assad just outside Damascus on Thursday, forcing the closure of the main airport road, and the Dubai-based Emirates airline suspended flights to the Syrian capital.

Residents also reported Internet connections in the capital were down and mobile and land telephone lines working only sporadically in what appeared to be the worst disruption to communications in Syria since an uprising began 20 months ago.

The past two weeks have seen rebels overrunning army bases across Syria, exposing Assad's loss of control in northern and eastern regions despite the devastating air power that he has used to bombard opposition strongholds.

Rebels and activists said the fighting along the road to Damascus airport, southeast of the capital, was heavier in that area than at any other time in the conflict.

The Syrian Observatory for Human Rights, a opposition monitoring group, said clashes were particularly intense in Babbila, a suburb bordering the insurgent stronghold of Tadamon.

Nabeel al-Ameer, a spokesman for the rebel Military Council in Damascus, said that a large number of army reinforcements had arrived along the road after three days of scattered clashes ending with rebels seizing side streets to the north of it.

"There are no clashes directly around the airport; the fighting is about 3 or 4 kilometers away," he said via Skype, adding that rebels had taken control of many secondary roads and were expected to advance towards the airport.

He said that he hoped the proximity of the rebels to the airport would dissuade authorities from using it to import military equipment, but the priority now was to block the road.

A Syrian security source told Reuters on condition of anonymity that the army had started a "cleansing operation" in the capital to confront rebel advances.

Residents said the Internet in Damascus crashed in the early afternoon and mobile and land telephone lines were functioning only intermittently.

A blog post on Renesys, a U.S. company which tracks Internet traffic worldwide, said that at 12:26 p.m. in Damascus, Syria's international Internet connectivity shut down completely.

Emirates said it was suspending daily flights to Damascus "until further notice", but other airlines continued operations.

Airport sources in Cairo said an Egypt Air flight that left at 1:30 p.m. (1130 GMT) had landed in Damascus as scheduled.

"The Egypt Air plane has arrived ... and passengers are all safe but the pilot was instructed to take off back to Cairo without passengers if he felt that the situation there is not good to stay for longer," an official at Cairo airport said.

Elsewhere in Damascus, warplanes bombed Kafr Souseh and Daraya, two neighborhoods that fringe the center of the city where rebels have managed to hide out and ambush army units, according to opposition activists.

"NOT LAST DAYS YET"

A senior European Union official said that Assad appeared to be preparing for a military showdown around Damascus, possibly by isolating the city with a network of checkpoints.

"The rebels are gaining ground but it is still rather slow. We are not witnessing the last days yet," the official said on condition of anonymity.

"On the outskirts of Damascus, there are mortars and more attacks. The regime is thinking of protecting itself ... with checkpoints in the next few days ... (It) seems the regime is preparing for major battle on Damascus."

In the north of the country, rebel units launched an offensive to seize an army base close to the main north-south highway that would allow them to block troop movements and cut Assad's main supply route to Aleppo, Syria's biggest city.

The Observatory said that rebel units from around Idlib province massed early on Thursday morning to attack Wadi al-Deif, a base east of the rebel-held town of Maarat al-Numan.

Wadi al-Deif has been a thorn in the side of rebel units who first besieged the station in October but met fierce resistance from government forces, backed up by air strikes.

Assad is fighting an insurgency that grew out of peaceful demonstrations for democratic reform but escalated, after a military crackdown on protesters, into a civil war in which 40,000 people have been killed.

Most foreign powers have condemned Assad but stopped short of arming rebel fighters as they fear heavy weapons could make their way into the hands of radical Islamist units, who have grown increasingly prominent in the insurgency.

Rebels decry their supporters for not providing them with surface-to-air missiles that they say they need to counter the air force. But recent looting of anti-aircraft missiles from army bases has allowed them to shoot down helicopters and jets.

"So far, there is no evidence that any of the surface-to-air missiles used to date have come from outside Syria," said Peter Bouckaert, emergencies director at Human Rights Watch.

"The limited number of surface-to-air missiles that have shown up all appear to have come from Syrian military stock captured by the armed opposition."

He said the number of these missiles in rebel hands was probably over 20 but that will rise significantly as rebels are capturing military bases on an almost-daily basis.

The relatively small number of anti-aircraft missiles looted so far means that many rebel-controlled areas of the country remain vulnerable to air strikes. The Observatory said 15 citizens, including children and women, were killed during a bombing in Aleppo's Ansari district on Thursday.

Activist video footage showed the bodies of at least four children, wrapped in red blankets and apparently wearing pyjamas. Another video showed the immediate aftermath of the attack, with the bodies of children in the street and covered in cement dust. Half of one young boy's head was missing.

LONDON -- Media mogul Rupert Murdoch, CNN anchor Piers Morgan and the entire British newspaper industry are braced for their very own judgment day.

Thursday will see the publication of a report by a major U.K. inquiry into the phone-hacking scandal. It will likely be one of the most important days in the history of the country's newspapers.

Early reports suggest that the findings will be ?excoriating.? In the language of the British tabloid press, the U.K.?s journalists are set to get ?a bloody good kicking.?

Led by a judge, Lord Justice Leveson's inquiry was set up after journalists, mostly from the now-closed News of the World, were accused of listening to people?s cell-phone messages to gain stories. The paper ? owned by Murdoch?s News Corporation -- even allegedly ?hacked? the voicemail of a murdered schoolgirl.

News Corporation ? home of Fox News, the National Geographic Channel, 20th Century Fox, and a host of newspapers -- appears to be back on its feet, recently buying into the Yankees Entertainment and Sports Network.

But if Lord Justice Leveson chooses to launch a high-profile attack on the Murdoch?s business practices then the multinational media giant could find itself facing another round of bad publicity.

Prosecutors have filed criminal charges against former News of the World editor Andy Coulson and former News International executive Rebekah Brooks for their alleged involvement in Britain's phone-hacking scandal. NBC's Michelle Kosinski reports from London.

What the Leveson inquiry looked at included what Murdoch?s son James, who was then head of News Corporation?s British newspaper arm, did and didn?t know about phone hacking. It went on to question the Murdochs? relations with British politicians.

It even asked whether the political support of Murdoch newspapers had been leveraged to gain commercial advantage for the Murdochs? television networks. Rupert Murdoch told the inquiry that such a suggestion was unfair ? he had ?never asked a prime minister for anything,? he said.?

Morgan will also be looking anxiously across the Atlantic to see what the Leveson inquiry concludes.

At the end of his evidence in December, Morgan, who was once editor of the News of the World and then the rival Mirror, said he felt like a rock star ?confronted with a back catalog of all his worst hits.?

?He made no fatal admission, but the cumulative effect of shifty denials and self-contradictions was awful,? wrote British commentator Michael White in the Guardian, the newspaper which uncovered the phone-hacking scandal.

But what matters now is what Leveson has to say. Morgan and the Murdochs await the judge?s verdict.

The British media will concentrate on the proposals for regulation of the newspaper industry.

But during the inquiry there was one issue that Lord Justice Leveson himself called ?the elephant in the room? -- the Internet.

While the inquiry was still collecting evidence, two stories emerged that suggest Britain is no longer the home of the worst excesses of tabloid journalism.

First, U.S.-based website TMZ published pictures of Prince Harry cavorting naked with girls in a Las Vegas hotel room. Then a French magazine printed topless photographs of Kate Middleton, the Duchess of Cambridge, which were taken with a long lens while she was on holiday.

The pictures could be seen by anyone with a computer. And neither was reproduced by a British newspaper, except for News Corporation tabloid The Sun, which published the Harry snaps after days of consideration.?

Cameras are swarming Prince Harry once again, as he steps out for the first time since his Las Vegas photo scandal, but this time they are catching him doing good works, visiting sick children and appearing at the Paralympics. NBC's Michelle Kosinski reports.

Little wonder that The Economist described the Internet as ?A naked challenge to Lord Leveson.?

The Internet is awash with stories about the duchess, many of which are entirely speculative or plain wrong.

Clearly criminal wrongdoing by journalists will continue to be investigated. Charges against a list of Murdoch journalists await a court hearing. But when it comes to regulation -- Leveson?s main focus -- the Internet poses a challenge.

If Leveson ignores it and regulates British newspapers alone, he may shackle them to an increasingly insignificant existence amid falling sales. But if he proposes shutting down websites, he could be accused of trying to introduce China-style censorship laws.

Many will view it as a battle for the future of free speech in Britain.

    Tibetan protests against Chinese rule in new phase

    BEIJING (AP) ? Two dozen Tibetans have set themselves on fire in western China this month in a marked acceleration of the protests against authoritarian Chinese rule, activist groups say.

    The surge in self-immolations, along with an increase in large demonstrations, mark a new phase in the Tibetan protests.

    At least 86 people have set themselves on fire since the immolations began in 2009. In a change since the early months, most self-immolators now are lay people ? some of them acting together ? rather than Buddhist monks and nuns who can be more closely watched by the authorities because they live in tightly monitored monasteries.

    The protests have also sought to avoid direct attacks on authorities and damage to government property, acts used in past to label them as riots or terrorism, providing an excuse for greater oppression. Despite the altered approach, observers see little short-term possibility of Beijing changing its repressive policies.

    ?I think the problem will just escalate over time. The government shows no inclination to respond positively to recommendations for reform from the outside or Tibetans,? said Michael Davis, a law professor and expert on Tibet at the University of Hong Kong.

    In the latest immolation, 24-year-old Kalsang Kyab doused himself with kerosene and set himself alight Tuesday in front of local government offices in Kyangtsa in Aba prefecture, a hotbed of unrest, according to London-based Free Tibet and other groups.

    An Aba county official said Wednesday he was aware of the immolations but refused to give any details before hanging up.

    On Monday, about 1,000 students at a Tsolho Medical Institute staged a bold protest about 900 kilometers (550 miles) to the north in Hainan prefecture in Qinghai province. Riot police fired shots into the air and released tear gas and beat the students with rifle butts, sending 20 students to the hospital, some with serious injuries, Free Tibet reported. Four students were detained as of Tuesday, according to U.S.-funded broadcaster Radio Free Asia.

    Tibetan and surrounding ethnically Tibetan regions have been closed off to most outsiders, and firsthand information from the area is extremely difficult to obtain. Authorities have not commented on the protest. Calls to the medical school rang unanswered on Wednesday.

    Driving the students to protest was a booklet distributed by authorities that derided the Tibetan language as irrelevant, attacked the exiled Tibetan leader the Dalai Lama, and condemned the immolation protests by Tibetans as ?acts of stupidity.?

    The booklet is the latest in a series of perceived slights and intrusive measures by Chinese authorities that have left Tibetans feeling that the culture, language and Buddhist religion that are at the core of their identity are under threat. The feelings have also driven the immolations.

    The combination of immolations and large-scale protests is posing a new challenge for security forces, which have been stationed in large numbers in Tibetan areas in recent years.

    The surge in self-immolations represents an awareness of the impact they are having among the Tibetan community and internationally, said Robbie Barnett, a Tibet expert at New York?s Columbia University. That would likely inspire further protests, increasing the numbers of Tibetans willing to take their lives for the sake of their community, he said.

    Most self-immolators have doused themselves with gasoline and set themselves alight after shouting slogans calling for Tibetan independence and blessings for the Dalai Lama, who fled to India in 1959 as Chinese troops ? a decade after they occupied the region ? were crushing an anti-government uprising.

    Though protests have flared periodically over the decades, tensions boiled over in 2008, when deadly rioting broke out in the capital, Lhasa, and sparked an uprising across large swaths of ethnically Tibetan areas. Since then, security ? already extremely tight ? has been smothering.

    The immolations have galvanized many Tibetans, who see them as selfless acts of sacrifice, making it hard for authorities to denounce the immolators. Similarly, protests by students are hard to demonize since they are typically non-violent and centered on issues such as language rights that are guaranteed under the Chinese Constitution.

    While local authorities have cracked down hard following self-immolations and other protests, authorities in Beijing have said relatively little other than to issue routine denunciations of the Dalai Lama and his followers. That indicates they are uncertain how to respond in a way that would bolster their authority and prevent the acts of defiance snow-balling into a full-blown protest movement, Barnett said.

    ?This suggests that the Tibetans have found a way of at least getting under the skin of the authorities,? he said.

    Powerball fever spikes as jackpot rises to $500 million

    NEW YORK -- The steady stream of commuters, transit workers, and veteran gamblers who stopped by a Grand Central Terminal kiosk Tuesday had one thought in common: To win the estimated $500 million Powerball jackpot, the largest in the game's history.

    For Keith "Stix" Lexa, the dream is buying a farm. Lexa, who lives in Queens, N.Y., and works at Grand Central as a Metro-North Railroad mechanic, is a self-proclaimed "big gambler" who plays the lottery regularly.?

    "I would buy a farm, a bunch of horses," Lexa said. "I've always loved animals." For good measure, he said, he'd also invest in Budweiser.

    Overhearing him, Tony, Lexa's friend and co-worker, said he'd buy the farm next door so he could drop by and bug him.

    At the Hudson News kiosk where Lexa bought his tickets, more than $1,600 had been spent on Powerball tickets between 7 and 9 a.m. That kind of activity, repeated at store after store across the country, helped drive the estimated jackpot from?$425 million to $500 million for Wednesday night's drawing.

    As big as this week's Powerball jackpot is, it's not the largest lottery prize ever. That mark is held by the $656 million Mega Millions jackpot that was split by three ticket buyers earlier this year.?The biggest Powerball prize was $365 million in 2006, shared by several ConAgra Foods Workers in Lincoln, Neb. The game is played in 42 states plus Washington, D.C., and the Virgin Islands.

    Chuck Strutt, executive director of Multi-State Lottery Association, the group that runs Powerball, told The Associated Press there's a 60 percent chance the prize will be won Wednesday. Strutt added the odds of someone taking home the prize can improve if there's a large number of last-minute ticket purchasers picking unique numbers.

    One reason for the big pot is because Powerball tickets doubled in price to reach $2 in January, which led to an increase in revenue of about 35 percent over 2011. Strutt told The AP that sales for Powerball reached a record $3.96 billion in fiscal 2012, which ended in September, and are expected to reach $5 billion this fiscal year.

    In interviews Tuesday, the?consensus among both amateur and experienced players at Grand Central was that quitting their job was the first thing they'd do if they won.

    Dominic DeCarlo, who was commuting through the station to his job in finance in Manhattan, said he doesn't think about winning too much because he gets discouraged.

    "Playing this is against all laws of finance," he said, adding: "I'd probably quit my job, buy a nice house, maybe leave the country."

    Eusebio Wilson-Pinto, a tennis instructor who lives in the Bronx and plays every day, said he'd use some of the money to buy the business that employs him and become his boss's boss.

    "You got to bribe your boss sometimes," he said.

    Teresa White, a mother and a grandmother who lives in Brooklyn and works for MTA Metro-North Railroad, said she'd give half of her prize to a charity that supports education.

    Father of four Antonio Macias, 69, who used to work in a Midtown Manhattan jewelry store and said he's been playing the lottery since the late 1970s, would split it among his four sons.

    "Happiness is with them," he said.

    Medicare, social program cuts: Will Democrats go along?

    Medicare, Obamacare, and other social programs are at the heart of a disconnect over the 'fiscal cliff' in Washington. Republicans appear willing for tax increases but only if Democrats accept big cuts in Medicare and other social programs. ?

    Republicans' newfound willingness to consider tax increases to avert the "fiscal cliff" comes with a significant caveat: larger cuts than Democrats seem willing to consider to benefit programs like Medicare, Medicaid and the president's health care overhaul.

    The disconnect on benefit programs, coupled with an impasse between Republicans and the White House over raising tax rates on upper-bracket earners, paints a bleak picture as the clock ticks toward a year-end fiscal debacle of automatic tax increases and harsh cuts to the Pentagon and domestic programs.

    Democrats emboldened by the election are moving in the opposite direction from the GOP on curbing spending, refusing to look at cuts that were on the bargaining table just last year. Those include any changes to Social Security, even though President Barack Obama was willing back then to consider cuts in future benefits through lower cost-of-living increases. Obama also considered raising the eligibility age for Medicare, an idea that most Democrats oppose.

    "I haven't seen any suggestions on what they're going to do on spending," a frustrated Sen. Orrin Hatch, R-Utah, said Tuesday. "There's a certain cockiness that I've seen that is really astounding to me since we're basically in the same position we were before."

    Well, says Obama's most powerful ally on Capitol Hill, the Democrats are willing to tackle spending on entitlement programs if Republicans agree to raise income tax rates on the wealthiest Americans ? a nonstarter with Republicans still in control of the House.

    "We hope that they can agree to the tax revenue that we're talking about, and that is rate increases, and as the president's said on a number of occasions, we'll be happy to deal with entitlements," Senate Majority Leader Harry Reid, D-Nev., said Tuesday.

    But Reid speaks only in the most general terms, wary of publicly embracing specific ideas like boosting Medicare premiums or raising the program's eligibility age.

    At the White House, Obama met with a group of small business owners. Participants described the hour-long meeting as a listening session for Obama, with the business owners urging him to reach an agreement.

    "They had one message for the president, which is they need certainty. Please get this deal done as soon as possible. They very much want consumers out there knowing that they're going to have money in their pockets to spend. That's why it's so important to pass the extension of the tax cuts for 98 percent of consumers, 97 percent of all small businesses," said Small Business Administration head Karen Mills.

    Obama planned to meet Wednesday with more than a dozen leaders from large corporations, including Lloyd Blankfein of Goldman Sachs, Marissa Mayer of Yahoo!, Brian Roberts of Comcast and Arne Sorenson of Marriott.

    Obama hits the road on Friday, visiting a Pennsylvania toy factory and broadcasting his case to extend current tax rates for all but those families making more than $250,000 a year.

    Private White House negotiations with top aides to House Speaker John Boehner, R-Ohio, and others are cloaked in secrecy, with no evidence of headway.

    "There's been little progress with the Republicans, which is a disappointment to me," Reid, a key negotiator, told reporters on Tuesday. "They talked some happy talk about doing revenues, but we only have a couple weeks to get something done. So we have to get away from the happy talk and start talking about specific things."

    Republicans say it's Obama and his Democratic allies on Capitol Hill who are holding back, and they point to a balance of power in official Washington that is little changed by the president's re-election. Republicans still control the House, despite losing seats in the election. Democrats control the Senate.

    "Democrats in Congress have downplayed the danger of going over the cliff and continue to rule out sensible spending cuts that must be part of any significant agreement to reduce the deficit," said Michael Steel, spokesman for House Speaker John Boehner, R-Ohio.

    Just last year, Obama and top Democrats were willing during budget negotiations with Republicans to take politically risky steps such as reducing the annual inflation adjustment to Social Security retirement payments and raising the eligibility age for Medicare, which provides health care coverage to the elderly.

    Now, with new leverage from Obama's election victory and a playing field for negotiations that is more favorable to Democrats than during the talks of the summer of 2011, Democrats are taking a harder line, ruling out any moves on Social Security and all but dismissing ideas like raising the eligibility age for Medicare from 65.

    "The election spoke very strongly about the fact that the American people don't want to cut these programs that actually really sustain the middle class in America and allow people to become part of the middle class," said Sen. Tom Harkin, D-Iowa.

    "I think they feel somewhat emboldened by the election," said GOP Rep. Tom Price of Georgia. "How could you not when your president is re-elected after running four straight years of trillion dollar-plus deficits?"

    Indeed, Obama could be in position to blame Republicans if an impasse results in the government going over the fiscal cliff. Democrats already are portraying GOP lawmakers as hostage-takers willing to let tax rates rise on everyone if lower Bush-era tax rates are not extended for the top 2 percent to 3 percent of earners ? those with incomes above $200,000 for individuals and $250,000 for joint filers.

    "One thing Republicans have to realize ? we're in much better shape in January," said Harkin, referring to a time when taxes would have already risen and Democrats would be offering to cut taxes for all but the wealthiest Americans. "Fiscal cliff? I don't care."

    Obama's opening position in the negotiations calls for $1.6 trillion in higher taxes over the coming decade, balanced by just $340 billion in cuts to rapidly growing health care programs, generally taken from health care providers instead of beneficiaries. That balance would have to change for Republicans to sign onto any agreement.

    Given the crunch of time and the complexity of issues such as tax reform and wringing savings from programs like Medicare, negotiators are working on a two-track process: an initial "down payment" of deficit cuts next month, coupled with work next year on overhauling the tax code and curbing entitlement programs.

    Sen. Dick Durbin, D-Ill., a leading Senate liberal and a member of Obama's special 2010 deficit panel ? which drafted a bold deficit reduction plan blending painful entitlement cuts with $2 trillion in higher tax revenues ? weighed in with a demand that any short-term down payment avoid politically sensitive safety net programs.

    "Progressives should be willing to talk about ways to ensure the long-term viability of Social Security, Medicare and Medicaid, but those conversations should not be part of a plan to avert the fiscal cliff," Durbin said in a speech at the liberal Center for American Progress think tank in Washington.

    Egypt's OCI reports 31 pct drop in Q3 net income

    CAIRO (Reuters) - Egypt's Orascom Construction Industries reported a 31 percent drop in net income for the third quarter, citing a seasonal slowdown in the construction group's work, and said provisioning on several projects hit margins.

    Egypt's biggest listed company, which is working with the regulator to split its construction and fertiliser businesses, said on Wednesday net income was $126.8 million.

    That was near the top end of analyst forecasts and above the consensus of $119.7 million.

    The company said the construction group reported a 4.3 percent fall in its backlog over the previous quarter. The backlog at the end of the third quarter stood at $5.64 billion.

    "The group is increasing its focus on the United States' infrastructure programme and petrochemical construction market, in addition to expanding its presence and work in Saudi Arabia and Iraq," it said in a statement.

    "We continue to expect strong demand for our fertiliser products supported by strong fundamentals. Farmers in the United States have witnessed record income despite the fall in yields," it added.

    OCI said revenues in the quarter rose 1 percent to $1.37 billion compared to a year ago, in line with consensus.

    Consolidated earnings before interest, tax, depreciation and amortisation (EBITDA) fell 19 percent to $300.6 million, missing the consensus forecast of $311.7 million.

    The firm said natural gas supply to its two plants in Egypt witnessed drastic supply cuts in November arising from unscheduled stoppages in the gas grid for maintenance works.

    "The natural gas supply shortfalls will have an impact on our fourth quarter production utilisation rates and results," it said.

    (AP) ? Russell Westbrook tipped away a pass, got into the open court all by himself and then braced for a big take-off and a signature throwdown dunk. Instead, he meekly flipped the ball into the basket and grinned sheepishly at the Oklahoma City Thunder bench after the miscue.

    "I really thought he was going to do something a little better than what he did, but I'll take up for him and say he slipped a little bit," said Kevin Durant, the three-time NBA scoring champion.

    "But he made up for it at the end of the half."

    Did he ever.

    Westbrook powered home a right-handed slam to put an exclamation point on one of the most dominant first halves in NBA history, putting Oklahoma City up by 40 on its way to a 114-69 blowout of the Charlotte Bobcats on Monday night.

    The 64-24 advantage was the fifth-biggest halftime lead in NBA's shot clock era and the largest since Golden State set the record with an 88-41 edge on Sacramento on Nov. 2, 1991, according to STATS.

    It ended up as the biggest blowout in Bobcats history.

    "We struggled to hit shots, we struggled to get good shots, we got beat on the boards. We got beat in all facets of the game," Charlotte center Brendan Haywood said. "In a game like this tonight, you just basically say they beat us in every which way possible and you bounce back and you learn from the film."

    Durant scored 18 points and Westbrook had 12 points and 11 assists. The defending Western Conference champions pulled their starters after Durant's 3-pointer from the right wing made it 79-25 less than 5 minutes into the second half.

    "We came out and took care of business, regardless of who the opponent is," Westbrook said. "That's a good team. They came in tonight and had won some big games.

    "We just took care of business."

    Rookie Jeff Taylor scored 10 points to lead Charlotte, which had shown promise with seven early wins ? the same number it had last season while going 7-59 and setting an NBA record for futility.

    The franchise's worst blowout previously had been a 112-68 defeat against Portland on Feb. 1.

    "There hasn't been any kind of damage control to be done on this game," first-year coach Mike Dunlap said. "We kind of know that OKC is a test for us, we failed it miserably but there are other, better days ahead."

    The Bobcats opened with their worst offensive quarter of the season, scoring just 12 points while committing seven turnovers on their 20 possessions, and it only got worse.

    Oklahoma City broke it open with a 22-3 run, scoring the final 10 points of the first quarter and then 12 of the first 15 to start the second. Eric Maynor and Kevin Martin hit 3-pointers on consecutive possessions, and Durant followed that by setting up back-to-back two-handed dunks by Hasheem Thabeet and Nick Collison to make it 40-15 with 8:23 left before halftime.

    The Thunder shot 60 percent from the field in the first half while limiting Charlotte to 22 percent and forcing 11 turnovers. The Bobcats made only 3 of 20 shots in the second quarter while getting outscored 36-12.

    The biggest concern for Dunlap, though, was a 28-15 disadvantage on the boards that he said comes down to "nothing more than raw bone effort."

    "We're obviously better than last year. That shows," said ex-Thunder center Byron Mullens. "But tonight, they just got our number. I don't know what else to say. They got us tonight."

    Dunlap said the Bobcats are "too young to throw the tape away" and just act like the game never happened.

    "You have to take it serious. You have to look at it definitely seriously and you have to take it as a learning experience," Haywood said.

    The last five players on the Thunder bench played the entire fourth quarter but Charlotte still couldn't avoid the most lopsided loss in the franchise's history, despite pulling within 38 twice in the fourth quarter.

    It didn't come close to the NBA record for margin of victory ? from Cleveland's 148-80 rout of Miami on Dec. 17, 1991.

    "You can overreact in these situations, but we need to react and respond to it, no doubt," Dunlap said.

    It still wasn't a Thunder franchise record for a halftime margin. When the team was based in Seattle, the SuperSonics held a 75-31 lead at Boston on Nov. 23, 1967 ? the second-largest margin in the shot clock era, which started in the 1954-55 season.

    Westbrook playfully dodged giving an explanation of his open-court flub, simply taking credit for it as "two points."

    About a minute and a half later he atoned for it with the last of the Thunder's 13 straight points to finish the first half.

    "They was sleeping. Everybody's head turned, so I decided to go and take off," Westbrook said.

    Asked whether there was any reason he slammed the ball down so hard, he gave a big grin and said: "It's a tendency. I have a tendency of dunking the ball like that. Just natural, I guess."

    Notes: Oklahoma City's highest-scoring first half this season came at New Orleans on Nov. 15, when the Thunder took a 66-37 lead. ... Charlotte's Bismack Biyombo missed his second straight game with a left leg contusion. Dunlap had called him a game-time decision. Gerald Henderson (sprained left foot) and Tyrus Thomas (left calf strain) also sat out.

    American Tower Corporation (NYSE: AMT) announced today the acquisition of the 93rd and 97th floors and the rooftop of the John Hancock Center in Chicago, IL and the rights to the existing telecommunications leases associated with the property.

    The acquisition of the physical space, along with the existing leases, followed the vertical subdivision of the John Hancock Center, the fourth-tallest building in Chicago and the sixth-tallest in the United States.     Talks over flood insurance fund break down

    LONDON (Reuters) - The government has refused to bankroll a fund to subsidise insurance for households in flood-prone areas, derailing talks over the scheme and potentially leaving 200,000 homes without protection.

    The government has told insurers it will not provide an overdraft to the proposed fund, leaving talks over the plan deadlocked, the Association of British Insurers said on Monday.

    The impasse comes amid renewed heavy flooding across England, with 500 properties affected since Wednesday and 70,000 more at risk, according to Britain's Environment Agency.

    Britain has been hit by several severe floods over the past ten years, with one in the summer of 2007 costing insurers about 3 billion pounds ($4.8 billion).

    "The government has indicated it will not provide any temporary overdraft facility for the insurance industry's not-for-profit scheme, which makes it very difficult to go ahead," said Nick Starling, the ABI's director of general insurance.

    Reuters reported last week that a government refusal to provide a financial backstop had cast doubt over the ABI-backed plan, dubbed Flood Re, after months of talks.

    The owners of about 200,000 British homes in areas at risk of flooding can afford insurance only because of a deal under which insurers agreed to cover them at a loss in return for a government pledge to boost spending on flood defences.

    That agreement expires in July, and the Flood Re scheme had been intended to take its place. Insurers say its successor needs to be agreed by Christmas at the latest to give them time to adapt.

    The Environment Agency had issued 193 flood warnings, indicating that a flood is expected, as of 1330 GMT on Monday, with central and south-west of England most at risk.

    TRAUMA

    The floods are "really disastrous, traumatic" for those affected, said Paul Cobbing, Chief Executive of the National Flood Forum, a charity for communities at risk of flooding.

    "It just seems ridiculous that we've come to this impasse - we need something in place that provides accessible and affordable insurance, and we need an agreement now."

    A spokeswoman for Britain's Department for Environment, Food and Rural Affairs, the ministry responsible for flood policy, said the government still aimed to find a way of providing affordable insurance for homes that are at risk.

    "We're disappointed the ABI has chosen to make this statement," she said. "We're committed to continue working with the industry to find a solution."

    Under Flood Re, all households would pay a levy of up to 20 pounds ($32) a year into a fund that would cover claims from high-risk homes.

    The government would initially act as insurer of last resort to guard against an extreme flood that overwhelmed the fund, but taxpayer support would be withdrawn once the fund had accumulated enough cash to handle any likely flood on its own.

    The insurance industry was already facing a bill of about 500 million pounds this year after heavy rain brought floods in June. The latest flooding could boost total claims to 1 billion pounds, accountancy firm PricewaterhouseCoopers said last week.

    Britain is the only country not to provide financial support for those most at risk of flooding, according to the ABI, although this is disputed by the government.

    Under an alternative scheme drawn up by insurance broker Marsh, insurers would pool their residential flood exposure across low and high-risk areas, limiting the scope for big payouts, and making the risk attractive to reinsurers.

    Reinsurers have historically refused flood cover to British insurers because most are exposed to at least one high-risk area.

    Britain's biggest home insurers include Aviva, RSA and Direct Line.
